The article “Tapping State Defense Forces to Decrease Defense Spending” by Warrant Officer 1 Seth G. Stuck of the Georgia State Defense Force (GSDF) Public Affairs Office argues that State Defense Forces (SDFs) represent one of the most cost-effective tools available to states seeking to maintain high levels of emergency preparedness while minimizing defense expenditures. Stuck explains that twenty-two states currently maintain volunteer SDFs that serve as force multipliers to the National Guard, capable of supporting missions such as search and rescue, MEDEVAC training, legal and communications support, and emergency response—all at little or no cost to taxpayers. Using the Georgia State Defense Force as a model, he highlights how GSDF personnel, many of them veterans and skilled professionals, donate their time and expertise to augment National Guard operations, saving the state significant funds. For example, volunteer role-players provided by the GSDF save the Georgia Army National Guard’s training programs an estimated half-million dollars annually. The article emphasizes that SDFs, as state-controlled forces exempt from the federal Posse Comitatus restrictions, can be quickly mobilized by governors for domestic missions and have demonstrated their effectiveness in national emergencies such as 9/11 and Hurricane Katrina. Stuck concludes that states could achieve major budget savings and enhance homeland security by fully leveraging their State Defense Forces instead of outsourcing costly contracted services, following Georgia’s example of doing more with less through citizen-volunteer military service.
