He concludes by recommending that each state formalize its SDF mission, secure logistical support through Defense Department surplus, standardize training and organization, and establish coordination with NORTHCOM and the National Guard Bureau, ensuring “unity of effort” in domestic security while upholding America’s tradition of citizen-soldier service.
