Letter from Brigadier General L.F. Guerre the Director, Security and Intelligence Division to the State Guard Instructor titled Reports of Disasters and Emergencies dated 4 May 1944. The letter discusses how in order for Headquarters to be properly informed that any disaster or emergency which may seriously affect the civil population or Federal activities or installations should be reported.  The letter also lists the phone numbers that may be used to make a report.
